i just got the roots of my blonde hair highlighted but i wanted them to die the whole thing again is it ok to go buy an over the counter blonde hair die and die the whole thing if so whats the best product to use

No dont get something over the counter becuase you will not get to match the rest of the color to the blond you already have and then you will also end up damaging it more... Wait till your roots grow out again and then tell them to color your entire hair.... but leave it to the professional because they can match up color beautifully and without over processing your hair

I would be careful about dying it yourself, especially right after going into the salon (because right now your hair is really fragile and also will not take color as well...)

If you wanted the hairstylist to do something other than she did, I think you should go back and tell him/her that you did not receive the color/style you wanted. Most reputable hairstylists will help you fix what is wrong and get the color/style you want for free if they did not deliver the first time.
